A Major Projects Engineer (Rail) is required to undertake and deliver general and engineering technical projects as required by the Chief Terminals Engineer, in particular (but not exclusively) supporting the replacement of cranes or the development of new terminal sites, locations and handling techniques as required. The Major Projects Engineer will provide a professional level of technical support to the Chief Terminals Engineer and the managers / staff in setting and implementing company policy, standards and instructions relating to the maintenance, repair, renewals, and the general development of the company's Terminals and Infrastructure. A high level of expertise is required with the legal requirements, maintenance and repair regimes appertaining to company secondary handling equipment and the Environmental and Health and Safety Legislation in order to protect the company, staff and the public from risks, improvement orders and prosecution. Main Responsibilities:
Assist the Chief Terminals Engineer in the preparation of engineering estimates and budgets associated with investment projects and capital procurement items in excess of £5.0k.
New assets or development projects at company owned or operated sites.
Ensure that the company engineering standards and procedures are applied under the post holder's area of control to ensure that the crane assets meet the provisions of Legislation, mandatory Railway and Group Standards and Codes of Practice where applicable.
Directly accountable to the Chief Terminals Engineer for the development and implementation of projects and investment schemes as directed by the Chief Terminals Engineer, the Engineering Director or other senior directors through the Chief Terminals Engineer.
Undertake special projects and investigations and provide professional guidance and technical support in respect of a range of engineering projects. This may involve equipment currently in use at company owned or operated locations, future technology developments, engineering structure, reorganisations, staffing arrangements, accidents / incident management or investigations, or other projects considered to be within the skill levels of the individual appointed to this post.
Required to lead and develop the technical support provided to both terminal and port engineers in the upkeep, maintenance and repair management process for terminal plant, infrastructure or equipment.
Understand and promote to all fellow employees and visitors in the workplace the requirements of the Health and Safety at Work Act and the Company's Safety Plan and ensure these requirements are applied at all times so as to avoid risks of danger and injury to self and others.
Monitor the performance of third party contractors who undertake project work or design and build projects to ensure the standards of work meet the requirements of company standards and procedures. Take corrective action where necessary.
Provide project management support to the group of businesses in terminal and major investment projects to monitor, advise and correct project slippage to ensure business objectives of any terminal project are met and delivered to time
Monitor budgets, costs and work scopes of suppliers and contractors to ensure that the financial performance of the project is on track and that any variations are authorised, justified and appropriate.
Develop Key Performance Indicators (KPI's) that show the project progress and other key project deliverables
Identify and ensure invoices are raised where recoverable expenditure has been incurred.
Keep up to date with legislation and industry standard changes and be satisfied that projects are managed to deliver standards of workmanship and compliance to industry standards and recognised job times.
Investigate all incidents involving infringements of company standards or instructions as required by the Chief Terminals Engineer and resolve to the full satisfaction of the Company including providing reports and actions to ensure future compliance.
Provide assistance and carry out other duties as directed by the Chief Terminals Engineer.
Experience and Knowledge Requirements
Chartered engineer, qualifications leading to chartered engineer or other equivalent demonstration of engineering management competence. The post would be suited (but not exclusively) to a graduate.
A good under-pinning knowledge of the mechanical and electrical operating systems appertaining to company terminal plant, infrastructure or equipment.
Demonstrable ability to accurately read design diagrams, assess complex situations and problem solve using sound engineering techniques and decisions.

Principal Accountabilities

Provide Health and Safety Management of subordinate staff, including safety briefing, objective setting and monitoring etc.
Participate in industry standards and steering groups as required, acting as the company representative and representing the group's interests
Maintain knowledge of changes in legislation, standards and processes and where possible influence their development for company benefit.
Interpret and develop T&amp;RS standards for company use, with due cognisance for changes to legislation and group standards. Sign off engineering change.
Identify areas of concern where compliance is in doubt and direct audit to verify compliance of internal and external suppliers, systems and processes. Lead the audit team to ensure the scope, quality and adequacy of audits are appropriate to the risks and activities being carried out.
Direct technical investigation and report on incidents, failures and defects. Implementation / development of risk assessment system.
Support the Senior T&amp;RS engineer in identifying requirements for training, development and competency for T&amp;RS staff.
Prioritise, lead and direct the major projects engineer to ensure that the key strategic projects are delivered in support of the business. Liaise with the Senior T&amp;RS engineer to ensure the interface between major project and non-major project is not compromised.
Carry out other duties as directed by the Engineering Director.
Experience &amp; Knowledge Requirements
At least 10 years broadly based experience of T&amp;RS
At least 5 years experience in man-management and the ability to make sound engineering decisions

You will have proven experience in the tendering all electrical aspects of projects, which include but are not be limited to control systems, switchgear, PLCs, motor drive controllers, cabling requirements, switches, sensors, lighting, controls, motors and all other associated equipment.
A Knowledge of ATEX and DSEAR classifications, along with Machine Functional Safety and Low Voltage Regulations is desirable, as is a familiarity with Amtech Contract Management software.

The role requires managing project requirements, design application concepts, Object Orientated programming and leading the development team to work effectively on the projects.
The candidate will have at least 2 years managing experience, able to demonstrate experience of web applications and programming using OOP, skilled with ASP.NET, MVC, C#, SQL Server, NHibernate or a similar .Net framework. Excellent communication skills in writing and verbally, able to communicate to technical and non technical clients.
